Hulk has been treated as a supporting character and an afterthought for most of the MCU's run. Although the character has been part of the MCU since 2008, with Edward Norton's take on the Green Goliath in The Incredible Hulk, since Mark Ruffalo entered the franchise, the character has only appeared in an ensemble or supporting capacity across various MCU projects. Ruffalo's Hulk is an original Avenger who debuted in 2012's The Avengers, but his character arc has been peppered in other heroes' stories rather than developed on its own.
Despite being one of the most neglected Avengers in the franchise, Bruce Banner's Hulk has gone through a tremendous arc, from an uncontrollable transformation triggered by rage to an at-peace Smart Hulk. The Hulk has appeared in several MCU projects, with the most recent being in She Hulk: Attorney at Law, in which Banner passes the torch to newcomer Jennifer Walters (Tatiana Maslany). Although it seems the sun is setting on Bruce Banner's Hulk, newcomers like She-Hulk and Banner's son, Skaar, are set to take center stage in future MCU projects.

In fact, Ruffalo recently confirmed that he will never appear in a solo Hulk movie for a myriad of reasons. Part of the MCU's failure to produce a Hulk movie stems from complicated film rights surrounding the franchise, and by this point, a movie for Bruce Banner would be too little, too late.

The unfortunate truth is that, in all his time in the MCU, Mark Ruffalo's Hulk will only have been a supporting character despite his status as an Avenger. Nevertheless, there is hope that the character will continue to develop in other heroes' projects, as he has done thus far.
The Hulk Has Always Been Written To Fit Other Avengers' Narratives Close Due to never developing in a solo project, Mark Ruffalo's Hulk has been shaped like putty to fit the needs of other characters' narratives. While Banner's role in The Avengers is an excellent appearance for the character, showcasing his rage and inner conflict, it goes downhill from there. One of the most egregious plotlines includes Avengers: Age of Ultron's awkward, shoe-horned romance between Banner and Natasha Romanoff's (Scarlett Johanssen) Black Widow; worse still is the way it is never truly resolved or addressed even after her death.
If the romance was truly never to be addressed again, the character's entire arc in Ultron is a waste, and his subsequent absence from Captain America: Civil War only adds insult to injury. The Hulk reemerges in Thor: Ragnarok with the promising premise of Banner's lost time as the Hulk for two years on Sakaar, but this is left largely unaddressed until She-Hulk because, after all, the movie is about Thor, not Hulk. When finally addressed, it is revealed that Banner had a son named Skaar during this "lost" time on Sakaar, and any future plotlines are more likely to develop Skaar's character than that of Banner.

The Best Way To Save The MCU's Hulk At this point in the character's tenure, with no solo movie, all that can be done is continue on the current course of developing the character through supporting roles. The introduction of She-Hulk and Skaar does provide some hope for more Hulk-centered narratives instead of using other heroes' movies to develop Banner's Hulk. Despite rumors about the development of a World War Hulk addition to the MCU to potentially act as the Civil War analog event for the Multiverse Saga, the entire project seems unlikely now.
Nonetheless, there is some hope for the character, as Hulk may be better developed due to Disney's new focus on established characters. It would be rewarding to see Banner's Hulk in the role of a father to Skaar after his self-loathing start in the MCU, and perhaps Hulk's time on Sakaar can still be further developed through the son he had on the planet. Although little can be done to truly redeem the character's neglected arc, Hulk can continue his story in the MCU with greater emphasis on his growth and his role in the larger universe of heroes.
