Summary
In Devil's Reign, Wilson Fisk uses his influence and power as NYC mayor to outlaw all superheroes in the city. Fisk's decision causes all New York superheroes to join forces against him, including the Fantastic Four, Moon Knight, Elektra, Daredevil, Jessica Jones, and Luke Cage. While an MCU adaptation of Devil's Reign would inevitably look quite different in live-action, it could still incorporate some of the comics' key players like Luke Cage, who becomes Fisk's political opponent in the original storyline, but became a crime boss in the Luke Cage season 2 finale.

As a literal crime lord, Luke Cage provides Kingpin with the perfect example of superhumans using their abilities to break the law, despite the fact that Cage took over Harlem's Paradise precisely in order to stop actual criminals before they gain traction. Similarly, the Punisher only murders wrongdoers, but his crimes are easy to portray as the product of a mass murderer's irrational fixation on bloodshed.
