Order 66 is the key to Baylan Skoll's entire motivations and backstory in the Star Wars canon. Having been introduced in Ahsoka, the former Jedi turned mercenary has become something more than a "Dark Jedi", and he's trained his apprentice Shin Hati to be something more as well. While his future is not fully clear, Ahsoka saw Baylan revealing his dream and motivations for the galaxy, and it all stems from the prequel era's Jedi Purge.
As seen in the premiere of Ahsoka, Baylan and Shin were in the service of Morgan Elsbeth, aiding her in her mission to travel to another galaxy and bring back former Imperial leader Grand Admiral Thrawn from his exile on the world of Peridea. However, it became apparent that Baylan had his own agenda in Ahsoka, seeking a mysterious power on Peridea which he hoped would help him free the galaxy from what he saw as a never-ending cycle of conflict.
