Overall, the majority of Superman movies and shows tend to focus on the Man of Steel's "big-name" villains. For the most part, this includes the likes of General Zod, Doomsday, Brainiac, and especially Lex Luthor. When it comes to live-action, Luthor in particular has been used quite often given his status as Superman's arch-rival and the classic dichotomy of his sinister intellect against Kal-El's heroic strength. As such, it's understandable that Superman's most recognizable villain would be used on-screen.
However, using Lex Luthor to such a high degree has had its consequences. Not only has Luthor prevented other dynamic Superman villains from getting their own time to shine, but the rivalry has also become somewhat predictable and dull. The same is very much true for The Joker when it comes to Batman movies, something Matt Reeves' The Batman franchise looks to be successfully avoiding by featuring the Clown Prince of Crime while also saving his full debut for later on in the franchise.
