Agatha All Along"s two-episode finale features Billy Kaplan"s full transformation into the powerful sorcerer Wiccan after Agatha Harkness helps him locate Tommy Maximoff"s soul and place it inside a dying teenager. In exchange, Billy lends Agatha some of his power so she can get her magic back. However, since he"s still inexperienced in combat, Death incapacitates Billy quite easily.
There are various major differences between Wiccan"s comic book origin and his MCU story. Instead of traveling down the Witches" Road with Agatha Harkness, Marvel Comics" Billy Kaplan runs into the Scarlet Witch and wishes to follow in her footsteps as a magic-wielding superhero. In the MCU, on the other hand, Billy has to earn his Wiccan powers by completing a journey down the Witches" Road and succeeding in its final trial, which has Billy reincarnate his twin brother Tommy. Billy"s superhero costume represents the successful completion of his quest.

In fact, Agatha Harkness herself gets her traditional purple cloak back as soon as she recovers her powers at the end of Agatha All Along episode 8. Apparently, magic-wielding characters are able to summon their magical outfits at any time, though they may be limited to the costume their own magic designed for them. It"s unknown whether their costumes can be taken off and stored like normal clothes, though.
A statue of a fully-costumed Wiccan can be seen inside the Mount Wundagore temple in Doctor Strange in the Multiverse of Madness, meaning that Billy"s Wiccan costume was always part of his destiny.
Prior to the events of Avengers: Age of Ultron, Wanda Maximoff saw herself wearing her original Scarlet Witch costume when the Mind Stone awakened her Chaos magic. Wanda then conjured up this exact costume while fighting Agatha Harkness in the WandaVision finale"s final battle.
