Samuel Sterns' Leader debuted in 1964's Tales to Astonish #62, making him one of the Hulk's longest-running and most formidable adversaries. Since he has similar gamma radiation enhancements - though is gifted a superhuman intellect instead of superhuman strength - the Leader knows a great deal about the Hulk, including how to quickly unleash the beast.
During 1970's The Incredible Hulk (Vol. 2) #124, the Leader interrupts the wedding of Bruce Banner and Betty Ross by firing a powerful gamma ray at Banner, causing his transformation into the Hulk. Instead of changing into a somewhat-intelligent Hulk, however, the Hulk reverts to his original brutish state during this transformation, and battles the Rhino, whom the Leader had enhanced. In his savage state, the Hulk destroys General Ross' home, and injures the General, causing public perception of the Hulk to sour again. A story such as this could very easily play out in Captain America: Brave New World.
