Even if Brave New World sees President Ross renege on this legislation, the level of violence enacted against those suspected of being aliens towards the end of Secret Invasion suggests that Earth is inherently set to be dangerous for Peter, who is likely to stand out as someone who isn't used to living on the planet. The Marvels saw more Skrull head to Earth to seek refuge from their own destroyed planet as well, which may serve to further exacerbate the divisions on Earth should those who have biases against the Skrull and alienkind in general learn of their arrival.

Star-Lord has spent years away from Earth that are likely to show in how he perceives the world, is a character who isn't best suited to managing to go under the radar, and has accidentally timed his move to Earth with perhaps the most fraught period of history for those who live in space coming to the planet. Peter's physically human appearance doesn't look like it'll keep him safe, either, as the general public is now also aware Skrulls can disguise themselves as human, meaning he's particularly at risk from those paranoid about this detail.
