How Is Q Still Alive In Star Trek: Legacy?

The Star Trek: Picard season 3 finale included a post-credits scene revealing that everyone's favorite omnipotent trickster, Q (John de Lancie), is still alive despite his apparent death in season 2. Since his introduction in TNG's "Encounter at Farpoint," Q has been a thorn in the side of many Starfleet captains, but he always displayed a certain fondness for Captain Picard (Patrick Stewart). Much to Picard's dismay, Q not only took delight in being a general nuisance to the Enterprise crew, but also put all of humanity on trial.
In the Star Trek: Voyager episode, "Death Wish," a member of the Q collective ends up on Captain Janeway's (Kate Mulgrew) ship wishing to end his life. He claims that he has experienced all there is to offer and just wants it to end, but he must be turned mortal in order to die. This suggests that the Q really do live forever and are incapable of dying (at least in the traditional sense). As Q is "dying" during the Picard season 2 finale, he says this: "I am moving on. In your parlance, I am dying." Dying could have a completely different meaning for the Q. Plus, Q's last words to Picard, "See you out there," imply that it wasn't exactly a permanent goodbye. There are a few ways the trickster may have survived.
