Given the disappointing recent MCU update suggesting that a solo Hulk movie is not in the cards, the character could make an excellent villain for Avengers 7. Hulk is the only character from the original six Avengers to not lead a movie or TV show of his own, and audiences were hoping that a solo project would happen. Particularly because Mark Ruffalo has indicated continued interest in playing the character, hopes were high, but it seems a Hulk movie isn't in the works and is increasingly unlikely based on a recent Hulk update from Mark Ruffalo.
However, that doesn't mean Ruffalo's Hulk is making his way out of the MCU timeline as many members of his original Avengers team have in recent years. Instead, this change in Hulk's trajectory in the MCU could signal a much more exciting update for the character. As the movie is currently a blank slate, and hasn't even been announced yet, Hulk could become the villain of Avengers 7, which would be a great turn not only for the character but for the larger MCU.

The storyline that many anticipated being the focus of a solo Hulk movie was the World War Hulk plot from the comics. In that story, Hulk seeks revenge on the Illuminati for tricking him into going to space. This leads to Hulk fighting the X-Men, the New Avengers, and the Fantastic Four. Particularly given how many of these characters have already been incorporated or are slated to appear in upcoming MCU movies, this seemed like a likely possibility for the Hulk's continued MCU storyline.
The Illuminati appeared in Doctor Strange in the Multiverse of Madness, and, given their hostility toward Doctor Strange because of the threat he posed in their universe, it's within the realm of possibility that they would be willing to deceive the Hulk into exile, particularly if they saw him as a threat. While little is known about the movie's plot, the MCU's Fantastic Four has a 2025 release date, introducing yet another group of Hulk's World War Hulk opponents, and the upcoming Deadpool & Wolverine movie could signal that the X-Men are coming.

Because a solo Hulk movie isn't going to happen, the World War Hulk plotline would have to make its way into another MCU project, which is where Avengers 7 comes in. Although Hulk is currently in his Smart Hulk form after Bruce Banner fused the two personalities together in the wake of Avengers: Infinity War, that persona isn't necessarily here to stay. It would be a thrilling storyline for the Hulk's hard-earned Smart Hulk calm to be disrupted by some larger event, sending him into the tirade seen in the World War Hulk plotline in an upcoming Avengers movie.
A Villainous Hulk Would Give Mark Ruffalo Exactly What He Wants It seems Mark Ruffalo is also game for this update to Hulk's story. In an interview with GQ, Ruffalo explained that he wants to "be bad too," suggesting that he would be more than open to the Hulk taking a turn for the worse in an upcoming project. Particularly because Ruffalo has also made it very clear that he wants the Hulk to get more screen time, this could be the perfect way to blend the actor's desire to play more villains with an opportunity to address the disappointment over a solo Hulk movie not coming to pass.
