The reason Sam has opted to change his look could be due to a few elements. The simple answer is that Marvel Studios likes to give heroes a new suit with each appearance. Given Captain America: Brave New World's more grounded story, the darker suit could have been chosen to fit the film's tone.

There are some elements in Sam's Captain America: Brave New World costume that can be compared to Steve Rogers' superhero suits. As both movies are said to have similar tones, the dark blue costume Sam wears is likely a throwback to Steve Rogers' suit from Captain America: The Winter Soldier, which he wore for stealth reasons.
